Leadership

The Commission has seven members, appointed by the Governor with the consent of the Territorial Legislature for six years. Members may not belong to a political party while in office.

Daniyar Borubaev

Chairman · since 2011

Born in Talas in 1963. On the Commission staff since 1996 and its secretary from 1998 to 2010, he trained with the International Foundation for Electoral Systems. Chairman since 2011; he has run every general election since and signed the preliminary calendar for 2027.

Correspondence, decisions of the Commission, the accreditation of observers and candidates' representatives, the Commission's archive (transferred to the State Archives after ten years).

Compiles the registers from the residence records of the city and district administrations and the Passport and Residence Service; runs the annual revision and the online check on e-Irad.

Nomination papers, signature verification, complaints to the Commission and the Commission's cases before the Supreme Court.

Training centre

Trains the members of the polling station commissions (about 5,600 in 2023) and prints the Guide to the General Election.
